Your Remington 700 short action needs a few small modifications in order to work with the Gen II R5 stock, while a milling machine would be best for the job, you can achieve satisfactory results with a dremel type tool by just taking your time and being careful.

The front end of the magazine well needs a small radius cut to allow for bullet tip clearance, just use the cut out in the bottom of the action sleeve as your guide as to how much material to remove.
